Honestly, when I first stepped into procurement at a mid-sized packaging company about six years ago, I made the mistake most new buyers make: I focused almost entirely on unit price. I thought a low quote was the win. Three orders, two specification foul-ups, and one $1,200 redo later, I learned the hard way that total cost of ownership is the only number that matters.
This checklist covers five steps I now follow for every order—whether it’s clear PET for blister packs, colored PVC for binders, or ABS for vacuum forming. It’s saved me roughly 17% annually on material costs, and I’ve tracked every invoice to prove it.
Step 1: Lock Down Your Material Specs Before You Call Anyone

What you actually need to document:
- Material type: PVC, PET, PETG, PS, ABS, or foam board. Don’t assume “similar to PVC” is okay.
- Thickness range: Specify exact gauge or mm. Example: 0.50 mm ± 0.05 mm. Not “about half a millimeter.”
- Color reference: If custom, provide a Pantone code or a physical chip. If clear, specify “water-clear” vs. “slight haze allowed.”
- Finish: Glossy, matte, frosted, textured? Both sides or one?
- Width and length: Roll, sheet, or slit coil? Max width matters for your downstream equipment.

Step 2: Get a Real TCO Breakdown, Not a Quote

Step 3: Verify Color and Thickness with a Sample (Don’t Skip This)

What to check on the sample:
- Color match: Industry standard tolerance is Delta E < 2 for brand-critical colors (this is per Pantone matching system guidelines). Anything above 4 is visible to most people. I said “match the Pantone,” they heard “close enough.”

- Surface quality: Scratches, die lines, bubbles, or contamination.
- Formability test: If you’re thermoforming or die-cutting, run a few test pieces. This is where “standard” PVC from one vendor might behave differently from another—I once had a batch that cracked during forming because the formulation was slightly off.

- Overrun/underrun policy: What percentage over or under the order quantity is acceptable? I’ve seen 10% tolerance clauses double our waste.
I now include a “shipping checklist” in our procurement system. It started as a sticky note on my monitor after the air freight emergency of 2022—when I had to pay $800 for expedited shipping on a $4,200 order because standard delivery came in two weeks late.
Step 5: Think Long-Term—Is This Vendor a Partner or a Transaction?
The industry has changed a lot since I started. What was best practice in 2020—multiple small orders to keep inventory low—may not apply in 2025. Material costs, supply chain stability, and even environmental regulations are shifting. The fundamentals haven’t changed, but the execution has transformed.
Signs of a vendor worth keeping:
- They proactively inform you of lead time changes—not after you call to ask where your order is.
- They offer alternative material recommendations when a specific type is backordered. For example, PETG vs. PET when clear blister film is needed.
- They accept returns or credits for quality issues without a fight. I’ve had a vendor tell me, “That discoloration is within spec,” when it clearly wasn’t—that’s a deal-breaker for me now.
- They’re willing to do a periodic cost review, especially if you’re ordering regularly. This can save 8–12% over two years.
I’ll admit, my first three years of procurement were transactional—I’d buy from whoever was cheapest that week. Then I realized the cost of switching vendors every quarter: re-qualifying materials, re-negotiating payment terms, and re-learning their quirks. Common Mistakes and How to Avoid Them
